Licence and supervision: Candicabz’s statement checked

This page explains what a licence is, what it secures and how to verify one. It also states plainly what this site can and cannot confirm — because publishing a number that cannot be verified is worse than publishing none.

What a licence actually secures

A licence means an operator has committed to a set of rules and that a regulator checks compliance. In practice it delivers four things:

• Segregated player funds — player balances are held apart from the company's operating account.
• Tested randomness — the games' random number generator is tested by independent laboratories.
• A route for disputes — if you disagree with the operator, there is an official body to turn to.
• Protection tools — limits, breaks in play and self-exclusion become mandatory.

How to verify a licence in four steps

1. Look at the footer. Licensed operators state the authority and the licence number at the bottom of the page. No number means there is nothing to verify.
2. Open the regulator's register. Search for the number in the regulator's own register, not on the operator's site.
3. Check status and date. The entry must be active and not expired; expired entries stay visible in registers.
4. Check the scope. The company name in the register must match the site's operator, and the licence must cover the type of games offered.

The four steps above are applied here to the operator this site writes about. The result is set out in full, together with the addresses at which it can be repeated.

Step 1 — the footer. It cannot be read from here. The operator's site at candicabz.com refuses access with a short message and states no reason for it. The server itself responds, so this is not an outage; what lies behind the refusal cannot be told from outside. That removes the source from which the authority, the licence number and the company name would have to come.

What circulates instead. Three further addresses are reachable under the same brand name, all calling themselves the "official site" — and they say three different things:

The first row tells you something on its own: a site calling itself the "official site" published the template with the square brackets unchanged. That is not a typo — it is the answer to the question of how carefully anything was checked there.

Step 2 — the register. Only the third claim is even capable of being checked, because it carries a number. It still could not be: a verification seal with a seal identifier — the link that ties a register answer to one particular domain — appears on none of the three sites. And a register query without that identifier answers "INVALID" even for valid licences; that was verified on another brand whose licence demonstrably exists. The query for candicabz.com and candicabzcasino.com returned exactly that answer — and therefore proves nothing, in either direction.

Steps 3 and 4 — status, date and scope. Both presuppose a reliable register answer and so fall away.

What follows from this, and what expressly does not: this page does not claim that no licence exists — it establishes that none could be verified. One thing here is practically useful: when a site quotes a licence number, a verification seal leading to that domain should stand beside it. Without one, the number is an assertion, however genuine it looks.

What this site can and cannot confirm

This is an independent information site, not the operator. What gets published here is what can be checked in public sources. The operator's licence details sit in its own footer, and they are verified with the four steps above.

Where the rules differ by country

Licensing is territorial. Germany has applied its own framework since 2021 — a €1 maximum stake per spin, at least five seconds between spins, a cross-operator deposit limit of €1,000 per month, the OASIS exclusion register and a panic button. Poland runs a separate regime in which online casino games are reserved to the state operator, so an offshore licence does not make a site legal there; sports betting is licensed separately.

The practical consequence is the same in both cases: check which rules apply to you before depositing, not after.

The route when a dispute arises

This is where a licence shows its most concrete value. The order matters, because bodies reject complaints when intermediate steps have been skipped.

1. The operator's support. Submit the request in writing and keep the case number. Most terms give the operator a window of around 14 days.
2. A formal complaint. If no answer arrives or it is inadequate, write to the complaints address named in the terms — usually different from support.
3. Independent dispute body. Many licences require the operator to belong to an independent alternative dispute resolution body. Its name is in the terms.
4. The regulator. The final step is the authority that issued the licence. It will ask for the licence number, dates and the correspondence.

For that chain to work, only one condition is needed: the operator must actually be licensed. In a dispute with an unlicensed site, steps three and four do not exist.

Why identity verification is required

Licensed operators must verify identity before the first withdrawal. It is not a stalling tactic but a licence condition — although its timing can delay a payout.

Red flags

• The footer names an authority but gives no number.
• A number is given but cannot be found in the register, or belongs to a different company.
• The register entry has expired.
• The site promises large payouts without identity verification.
• Terms are stated differently in different places.

None of these is proof on its own; two of them together are reason enough to stop and check before depositing.
